
Captain Stephen Guthrie began his law enforcement career with the Yolo County Sheriff’s Office in 1992, serving as a Reserve Deputy Sheriff. Motivated by a strong sense of duty and community service, he joined the Woodland Police Department in 1997, where he quickly established himself as a dedicated and well-respected member of the agency. In 2003, he was promoted to Sergeant and served in a variety of specialized assignments, including Patrol, Administration, and Traffic. During his tenure, he also served as Range Master, overseeing firearms training and ensuring that department personnel maintained the highest standards of safety and proficiency.
After more than two decades of service to the City of Woodland, Captain Guthrie returned to the Yolo County Sheriff’s Office in November 2021, accepting a leadership position as Lieutenant. His return brought valuable experience, operational insight, and a renewed commitment to advancing the Sheriff’s Office’s mission. Since rejoining the agency, Captain Guthrie has played a key role in several significant projects and system upgrades, including the implementation of a new Records Management System (RMS) and Jail Management System (JMS), deployment of body-worn cameras for staff, and development of a comprehensive Officer-in-Charge (OIC) manual and patrol reference guide. Each of these initiatives reflects his focus on efficiency, accountability, and officer support.
Throughout his 26-year law enforcement career, Captain Guthrie has earned more than 50 commendations, along with multiple awards and citations recognizing his professionalism, leadership, and service to the community. His reputation for integrity, approachability, and mentorship has made him a respected leader among both peers and staff.
A lifelong Yolo County resident, Captain Guthrie grew up in Davis, where he met his wife, Jean. Deeply rooted in his community, he continues to value the connections that come from serving where he lives. Outside of work, he enjoys cooking, fishing, and camping.
